Riding a motorcycle requires a motorcycle license as well as observance of New York State motorcycle laws. New riders should never assume that they know the rules of the road before they get on a motorcycle for the first time. According to the New York State Department of Motor Vehicles (DMV) and Vehicle and Traffic Law, Section 501, to operate a motorcycle in New York State a rider is required to have a Class M or MJ Operator’s License or Learner’s Permit. The minimum age to get a junior license (Class MJ) is 16 years old and 17 years old to get a standard motorcycle license for those that have taken driver’s education.
Riders are required to pass a written exam at a DMV testing center. The written exam to obtain a learner’s permit is based on the NY DMV Motorcycle Manual (Form MV-21 MC). The rider’s manual encompasses everything from motorcycle safety courses to braking and shifting gears. Riders taking the written exam can ensure that they are ready by first taking an online practice exam.
After passing the written test, you will be issued a learner’s permit, which comes with restrictions. Riders with learner’s permits are required to be observed by a rider with a valid motorcycle license. The learning rider has to be visible to and within a quarter of a mile of overseeing rider every time he or she rides. The DMV has recommended motorcyclists with learner’s permits to get at least 30 hours of practice, with 10 of those hours in moderate to heavy traffic.

If a rider already has another New York State driver’s license, they do not need to take a pre-licensing course to schedule a road test.
The next step is scheduling a road test. The road test consists of both left and right circles and making figure-eights on public streets. To pass the test, riders must be able to perform typical driving maneuvers while remaining completely alert of other vehicles. After passing the road test, motorcyclists receive their official motorcycle licenses, which are valid for 8 years.
Riders that already have valid driver's license and a motorcycle learner’s permit, are eligible to be exempt from the road test if they complete a motorcycle training course provided by a trainer certified by the Motorcycle Safety Foundation.
